County commissioner charged with three counts CSC involving minor

ROSCOMMON COUNTY – A Roscommon County Commissioner has been arraigned on multiple charges involving an alleged sexual assault of a minor.

According to a Michigan State Police (MSP) statement, on Aug. 27, detectives from  Seventh District Headquarters began investigating an alleged sexual assault that occurred in Roscommon County over a span of several years.

The suspect, who was identified as 67-year-old David Russo of Houghton Lake, allegedly formed a sexual relationship with a 16-year-old boy beginning in 2019. Russo was arrested without incident on Nov. 21, 2025.

The Prosecuting Attorneys Coordinating Council (PACC) appointed a special prosecutor to oversee this case. On December 10, Russo was arraigned in the 82nd District Court in Roscommon County on the following charges:

  • Three Counts: Criminal Sexual Conduct – Third Degree (Mentally Incapable)
  • One Count: Children- Contributing to Delinquency of a Minor

His next scheduled court appearance is scheduled for Dec. 19 at 10 a.m.
