SUMMARY OF THE REGULAR MEETING OF THE WEST BRANCH CITY COUNCIL HELD MONDAY, DECEMBER 17, 2018
Mayor Lawrence called the meeting to order at 6:00p.m. Present: Mayor Lawrence, Council Members Bennett, Jackson, Schaiberger, Showalter, Tuttle, and Weiler.
Absent: None.
Other officers present: Manager Grace, Clerk/Treasurer Dantzer, DPW Superintendent Killackey, Chief Walters, County Commissioner Reetz, DDA Chair Fabbri, and WWTP Superintendent Robb.
All stood for the pledge of allegiance.
As an addition to the agenda, Commissioner Reetz spoke on the 911 Board and gave a County update.
As an addition to the agenda, Council approved the MDOT Performance Resolution.
Council awarded a bid for a truck to Hart not to exceed $30,555. Council approved bills in the amount of $42,945.33.
Council accepted with regret the resignation of Kenneth Kish from the Board of Review.
Council approved a special event permit without road closure for March for Life.
Council approved MDOT contract number 18-5464 for reconstruction of Fairview Rd. and N. Valley St.
Council approved an updated wellhead protection program.
Council named the City Manager and City Clerk as authorized MERS signatories.
Community Fellow Mary Bickell presented herself to Council.
Council approved the creation of a Community Development Board.
Council approved a change in the City’s health plan and changes to the police union contract.
Council authorized Manager Grace and Attorney Dantzer to pursue blight enforcement and authorized the reopening of Greenland St.
Council approved the switch from full page invoices to postcards.
Council awarded a winner for the employee ugly sweater competition.
Awards for years of service were handed out.
Proclamations for their service to the City were read and handed out to Members Showalter, Tuttle, Schaiberger, and Mayor Lawrence.
Council approved the minutes and summary from the meeting held December 3, 2018, as well as the closed session minutes from the November 19, 2018 and December 3, 2018 meetings.
Council received and filed the Treasurers Report and Investment Summary; minutes from the Planning Commission meeting, IDC meeting, and November Police Report.
Communications were shared.Members Showalter, Jackson, Bennett, Schaiberger, Mayor Lawrence,and Manager gave reports.
Community Fellow Bickell spoke to Council.
Commissioner Reetz spoke to Council DDA Chair, thanked Member Showalter and Schaiberger for over 10 years of service to the City.
Mayor Lawrence adjourned the meeting at 7:22pm.
